Yes they will do the job but the footprint isnt ideal as they are really meant to cover a 2x2, 4 boards will give you much better coverage and also reduce your electric costs.

Depends on how you want to build it. You can even hang the lights individually without a frame if you want, then you just need some light hangers. You will still need some copper wire and wire connectors.
