yeh those type of bulbs work great for veg. 'daylight' for veg , 'warm white' for flower. You will need about 5 bulbs (50-60w) per square foot of grow area.
Don't even think about it. Those lights are 13 watts each and the wrong spectrum for growing plants. It would take 10 of those bulbs to equal the output of one of these lights and it wouldn't grow as well. By the time you were done buying parts/wires/frame/bulbs/ect to hook 10 of those "great value" bulbs together you would spend more then it costs to buy this panel and build what amounts to a fire hazard unless you have well above average electrical experience/knowledge. This should be your minimum goal. It's the probably one of the better grow lights you could buy for under $75 IMO. 125 watts. White light. You can easily yield over 4oz's with one if you dedicate it to a single large plant in flower or it could be a good veg light for 2-3 plants.
