Sex to a man is a bodily function, women just like the romantic and spiritual aspect of it. They dont have to do it like men do.
I think it all goes back to our roots. If you look in the animal kingdom it is typically the female who chooses the strongest male to mate with. Strongest for our species does not have to be physically- it can be whatever the female is looking for in a mate. Also, the purpose of sex is procreation of a species- it would make no sense for a female to be horny for the whole month because there are but a few days where pregnancy can result. But being a male- you do not know when you will come across a willing female, so you must be ready at all times. EDIT:: I know some females are horn dogs and some guys are celebate- I'm generally speaking here.

In my view it's a little bit more complicated then that. Biologically speaking sex leads to babies. Babies need taken care of, it's better to do that with a daddy around for several reasons. Instinctively they worry about that.
