This is a question that only you can answer. Remember they can stretch to two, sometimes three times their current size during the flower stretch. The question you need to ask yourself is, can you handle that with their current height? Would more height run out of headroom? You can control these things by cropping during flower, but I would flip when 2-3 times their current size has you utilizing all of the head room that you have available. TLR - If they are 2-3 times their current size, are you out of room? If yes, flip to flower now, and be ready to start cropping like crazy.
