No. Prop 19 was a referendum for legalization of marijuana. This is a legislative bill for decriminalization.
Repping the 804! Unfortunately most legislatures from this state are completely and utterly useless and will probably just laugh at this decrim bill like they have at past decrim bills. They'll be laughing right out of office though.
While I do agree with you, I have heard that there will be an actual debate regarding drug policy in the 2011 session. So I feel a little more hopeful than in the past. Also, I'm from the 703 but I'm in 804 territory for college right now.
