    As long as you have no weed I believe you can. Can't get in trouble for having a smoking device.

    Look into stow away luggage. If its free, then theres no reason you shouldn't bring one. If its a low price, I would consider it.
    I don't think you could get in trouble for it, but I don't know international law. Doesn't seem to me like you would, especially if its unused/still in the box.
