Um I don't know why this came to mind, since I'm 1000% LEGAL here in the U.S. But can illegals like...apply for mmj in cali & w.e ? I guess it came to mind cus of all the mexicans in cali. I don't see why they would. After all, they aren't legal citizens of the USA, nor legal residents of whatsoever state they happen to reside in. Since they are not citizens, they are not privileged to have any more immunities/privileges then a prisoner of war would. In order to have immunities and privileges from the USA, you must be a legal resident of the country. Yeah, we can't torture you, but you can't vote, or demand a lawyer when you're arrested. (not racism, [is Latino even classified as a race?]), but fact.
