they do that for legal reasons. say that he decided to sue the city for not having adequate cross-walk warning/protection or whatever and they hadn't ticketed him; he'd probably have a pretty good case against the city. so they ticket him, showing that he was doing something illegal, which was his choice, so he has no case against them. if people weren't so sue-happy than shit like that wouldn't happen.
I agree, that is pretty fucked up. He risks his life to save two elderly women, and gets a ticket? Not making too much sense
