only see a few possible spots but it could be the light reflecting off a normal 'hair' better give it the treatment you prefer to stop them
You need to check under the leaves (not above). That's where they hang out. You will see them crawling around if they are there and you have a keen eye. The leaves in your pictures do not look like they have bite marks to me..
Look like lil specs of pepper moving around under the leaves like sanez said look under the leaves . If so kill em fast they can destroy a crop fast.
