Start flowering when the plant is 12-16" tall.... Top or, fim.... Use seeds or, clones that the strains pheno is of a short stature.
Low Stress Train them. If you want to start with short growing plants to begin with, look into kush strains. A lot of indicas stay around 2-3 feet. With LST you can keep them even shorter.
