    Do male plants, only produce male seeds?
    and can female plants produce seeds

    Male plants don't produce seeds..........they produce pollen.
    Only pollinated female plants can produce seeds.

    you spray any weed pollen with colloidal silver or sumsuch (that pollen will now only makes female seeds),
    you take that pollen and apply to mature flowers, so when they emerge they will ber 100% female
    called feminization making female seeds
