What are you referring to as seeds pods? The actual seed pods, or calyxes, are what form the buds. So yes, they should be resiny. If your referring to the shell of a seed your wanting to germ or plant then no, that isnt normal.
Not stupid, I just wanted to be clear what you were asking. I cant say that it happens everytime, but yes my seed pods were covered in trichromes just like the rest of the bud. Made it a bitch to pop the seeds out.
