The regulation bans activities on the court's grounds or building such as picketing, speech-making, marching, vigils or religious services "that involve the communication or expression of views or grievances, engaged in by one or more persons, the conduct of which is reasonably likely to draw a crowd or onlookers."

I didn't realize the 1st Amendment actually read:

\tCongress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.
