Well, I won't say who did this to save the idiot some humiliation but here's the reason someone decreased my rep after I gave him negative rep for starting a thread that was plain useless... And I wasn't the only one who thought so Anyways... It got me thinking, what if other people could vote on the reps you've gotten, that way whinny bitches like this clouldn't effect your rep as much. P.S. If you check my join date you'll notice it's from almost a year ago... Personally, I wouldn't consider that a noob
You should report them, the same rules that apply to the public forum apply to private messages and rep. Also I think the rep system if fine the way it is, but there will always be assholes who abuse it.
First of all, he didnt affect your rep because you have none. Secondly, its rep, who cares. Sit back, roll up a fatty and enjoy.
