If you have a smaller space your better off going with a seperate ballast and light to keep temps in check. Yeah, you want a remote ballast. Cool tube is a separate ventilation path that draws cool air into the sealed reflector hood and out the exhaust, taking the heat from the lamp out with it.
It allows air from out side of the grow space, or even inside it, to be used to cool the heat generated by the light, This allows you to place the light closer to the canopy and use your lumens more efficiently
