yes, keep those cfl's 2-4" away from them, but if the light is to hot at the top of plant for your hand then too hot for plants.
I found that even seedlings started outdoors, under that giant HPS lamp in the sky, tend to stretch out like that. In the early stages, most of the growth a plant puts on is happening below the ground, I think your plant will grow into it's height when it gets a little bit older. Also, when you transplant the seedling into a bigger pot, you can plant it a little deeper than the original soil level. That will promote even greater root development along the stem.
