Man... that would be so easy to make. Just buy one of those big rubber made containers, cut holes for the intake and outake fans, get a fan and hot glue it to the outside of it. You could also get pipping like the guy in that link you gave and attach the fan to the end of it, but it would take up quite a bit of space. From there just get two CFL's or two 24" fluorescent tubes. You would have to cut out holes for the CFL's, you could just hang the tubes. That would be better because you could raise and lower it, as apposed to the fixed position of the CFL's. From there I would just tape a power bar to the back of your container and run all the cords to it. I hope this is what you meant.
If your hanging tubes in a rubbermaid attach the hooks for the chain in the corners so it stays square. If you cnat find hooks you can use long bolts and first attach the bolt to the tote then put you rchain on hten have another nut. So it would be bolt head/tote/nut/chain/nut
