I'm pretty sure you can see it form anywhere in the world, it's just that there will be higher concentrations of meteors at different times, depending on where you live. Try to go somewhere as dark and far from the city lights as you can if you plan on watching. That, and hope for a clear night.
its not supposed to go over the east coast until 4 AM... i think i might take some mushrooms and watch the meteors fall on top of me
