ligting setup

i have a 4 foot ballast with 2 50 watt flouros in it
s this enough to gro 1-3 plants if i make an enclosed reflective box
Will sheet metal work as a good reflective surface or shoud i just use tinfoil???????


any help would be greatly apprieciated

still dont know if thats enough light for a plant or two though
