yes it is, the worst that could happen is that customs will take you piece and send you a letter saying that they took it but this rarely happens. i highly suggest not buying stuff with weed pictures all over it because then thats just asking customs to take it also the box will have a sticker/label saying glass pipe or plastic pipe etc because it has to go through customs
