Larger fan leaves laying on the soil?

So here's a rundown of my set up
I'm running a 2x4x7 foot tent.
Currently vegging a purple Kush plant under a 400 watt MH about 1.5 feet from the canopy. Temps 79-81 humidity stays between 40-50%.
It's growing in ffof soil and have been giving it about half the recommended amount of nutes.
It's 4 weeks from sprout and real short and compact.

Now my question is my larger fan leaves are partially laying on the soil.
I have tried searching but have come up with nothing. Also noticed a few brown spots on a few tips.

Any help is greatly appreciated?

 

I will cut back on the nutes but what can I do in the meantime? I would rather not cut the leaves.
