Hmm seeing as your not getting answers you should go try posting in the General Outdoors Growing section. Edit-Im pretty sure its not though because I know people who put them out around 20th but depends on where you live.
Its never to late, well that might not always be true. Just don't expect any huge yields or monster plants. You'll still get something but not as much as if you started before.
October is definitely too late, but we still get asked this question then !!! From now on, the later you leave it, the less time your plant will have for vegging, and so the smaller the yield. Presumably a point will come when it is not worth the effort.
