Is it an automatic flowering plant? Or do you have it on 12/12? Is it 3.5 weeks from germination or 3.5 weeks of 12/12? Can you say more about the 150w lights? Can you take a photo that shows the whole plant and pot? The white hairs are called pistils. They are part of the bud

I don't know autos well but in flower they don't need as much nitrogen and you'll need to shift the feeding accordingly.
It's definitely an auto. It looks on track for its age. They usually go for about 10 weeks in total, or sometimes a little longer

It is definitely an auto, topping is not recommended but the negative effects are low to nonexistent. I wouldn't recommend it, but I wouldn't worry that you have either
I've never grown autos, but based on the distance between the internists, I would suggest hanging your light closer to the plants. I hang my 6500k cfl's within inches of the plant.
