flip to flower when the plants are 1/3 the allowable size for your grow space. you should have topped them. i feel like lst without topping is only doing half the job. just my opinion though.
Personal preference....if you need bud...go ahead and switch em now....you won't get a ton of weight with how they are looking now, but you will get some bud. If you have the time and are willing, Id say let em keep vegging to get a bit bigger. Those stems are pretty skinny, what kinda light are you using and how far away is it?
