I dont think it would be like that, you wouldn't just buy weed like a pack of cigs, there would most likely be a specialist place basically like a med dispensary or amsterdam coffee shop everyone can use.
The important thing to remember about legalization is that it will behave like any other legal anemity. The power is in the hands of the consumers. Not a lot of cannabis smokers would appreciate the additives, and thus, wouldn't buy them. The manufacturers want money, and will adjust their product to fit consumer preferences.

i agree with the bear. tobacco companies got away with all kinds of shit because they were selling to an uneducated public. We know our herb and we know how we want it sold. Once legalisation happens simple economics shows that we'll get weed exactly how we want it.
Also, cigarrettes are addictive, so you can do what you want to them and they'll still fly off the shelves. Cannabis, not being addictive the same way, promotes choice.
