well the lower chamber seems like a stemless natural perc, fill it slightly above the hole, and fill it through where the bowl is, and the upper chamber looks like a dome perc, and again slightly above the holes, filling it through the mouthpiece. remember that water levels you can play around with always to find your perfect level.
Man, that thing is going to be tipsy as all hell, that's gotta be the smallest base I've ever seen and on a 2 chamber (having water in the 2nd chamber raises the center of gravity making it easier to tip over).
