How do you use DRY KOOLBLOOM

During the last 3 weeks of flowering, how do you use DRY koolbloom?
Do you add DRY koolbloom to plain water then add regular nutrients?
Or do you add regular nutrients to water then add DRY koolbloom?
Or do you add DRY koolbloom to water and use it without adding regular nutrients?
