Help why are my plants so small *PICS

  1. What type of medium;      coco coir
    What brand and type of soil?     cocotek coco coir
    Indoors or outdoors?    indoors
    What strain?   lsd 
    How old are the plants? 1 month
    What type of lights and how many watts?   cfls 217 watts
    How far from the lights?    for the 23 watt cfls  1-2 inches...... for 125 watter 6-8 inches
    What is your watering frequency and source of water? 3-4 days.... tap water. (i let it  sit out for 24 hours)
    What, how much and when was it fed? NPK? Fox farms grow big (3-2-6) at 1/4 strength foliar spray... 2 d ays ago
    What is the medium/runoff pH and PPM if in hydro? 6-7 runoff ph 
    What are the temps and humidity in the room? temps 75-81 F humidity 50-60%
    What size pots? 3/4 gallon 
    Any bugs? Look real close. no
    im so worried the grow so small and slow. both plants are no taller than 3 inches. its been a month already. the bushiest  plant already has leaves with 7 fingers. the other only has 3 fingers. the bushiest plant has extremely odd distorted growth. can anybody tell me whats wrong with my plants and how to  fix it?

  2. You need to bring your ph down to 5.8 and keep it no higher. Right now your probably locking out P and K, with other nutrients slipping. A flush is in order for you... ph correction with alleviate your issue but your plants are set back for now. Flush and bring ph level into an acceptable range.
