Yes, that is a chillum. And the bats that come with dugouts could also be classified as a chillum. If the bowl is at around a 90 degree angle to the mouthpiece and does not have water filtration it's a pipe. And just because something doesn't have a carb doesn't make it a chillum. How do you have 600+ posts and don't know this?

EDIT. Go to smoking pipes then hide n seek pipes. You could probably find it at a headshop cheaper though.
