You should be germinating in the dark as pointed out above ... To germinate I place the seeds in a damp paper towel, I place the paper towel in between 2 plates, and the plates inside a zip lock (zipped 80% closed)
A 9 watt CFL is probably fine for a couple of sprouts for just the very first few days. But you are going to need stronger light very soon. If you already own the 9w and want to use that to tide you over for a couple of days before you can get to the store to buy stronger bulbs, then fine. But don't buy a 9w bulb for your grow or rely on it for more than a few days.
