Flowering help

I have a few plants growing under 250 watts of cfl lighting and im seeing very unpleasing bud production and i do understand that this is mostly to my lack of lighting. But if i were to switch to a sea of green grow setup with about 1 plant per sq. foot, would i be more likely to have a better yield?

 

And the space im working with is 5'x2'

 

And i let my plants veg for too long. They were all aroun 2-3 feet when i started 12/12
