flourescent bulbs during teen phase?

    Does the 13w 2700k flourescent light which is so good for plants during their flowering phase provide enough energy to grow a healthy teen? I currently have my bulb about 4 inches away from the plant. Is this a good distance?

    Also, is it ok if I, say, grow the plant outside all day for 12 hours and then off a flourescent bulb for 6?

    do you mean grow a healthy teen in VEGETATIVE phase?
