If Fire is considered a living thing why isn't water consider to be a living thing too. When water is on a surface it become wet and as it dries the surface becomes damp and eventually dry again. When something is burning the fire is on the surface of the burning object and as the object continues to burn eventually the fire turns to embers and cools which from that point it is no longer on fire. The only thing that differentiates water and fire is the point in between where it's neither wet nor burning.
