So came up with this actually about a month ago, of course was high and being high now still makes me laugh about it. Had an idea where a law enforcement agency hires ex military snipers, gun specialists, etc. They hire these men to stay on rooftops, in alleys, and whatnot and simply stay posted. When something is going on down below they snipers can shoot traqulizers or something off the sort and stop it. Keep expierenced gunmen around so when a call comes in maybe they can be the first on scene depending on where posted and shit. Yeah, I'm high, no idea...yup...
