You say a hps set to 600w, now your better off running a bulb at 100% power. Lowering a say 1000w down to 600w isn't going to give the same light frequency as a 600w. It messes the bulbs up and once you've either ran a 1000w at a superlux setting or anything less then full power you might as well trash the bulb and get new. Ive seen and done this. Burnt many ballasts running them at lower power then full. Imo, swap to a 600w ballast and bulb if your going to give them 600w.
