    It all seems fine but the language in the next section,


    if prices are lower for some patients than they are for others, it seems likely that lower income patients will divert some medicine to other patients that do not qualify for lower costs. The language specifying amount legal to be possessed does not say how much may be purchased in the space of a month, so diversion of medicine seems likely.
