you can take a clone from a plant in veg any time after the plant has shown sex. some cloning essentials are a hot pad, humidity chamber, and cloning gel.
anytime u can clone... anytime, but if u clone during transition stages veg to flower, or flower to veg u will get stunted clones. also cutting the feeding by 100-200ppm a week before cloning will cause carbohydrates to shoot up, and make stems harder and easier to clone (push through plugs or cubes)
