Even if you put those seedlings in a 12/12 light period the plant will not mature so fast. If you get lucky youll have like a small pipe full of flower... you don't really want to go any lower than: from seeds, about 1 month of vegatitive growth and 2 months of flowering. from clones, about 2 weeks of vegativive growth and 2 months of flowering.
The simple answer is no. You can't grow a plant from seed and flower it that quickly. What's the rush?
