Not to sound like an ass but have you actually even tried to search for how to do it? To answer your question: Yes you could but likely not very successfully the way you described it.
You can make your own solution, in fact there is a recipe on a thread here somewhere, maybe do a search in the advanced growing section. I used to put cuttings in a bubble bucket, with an air stone & pump, took longer than forever though.
