Can I make my own cannabis inhaler?

    So I currently live in an area where cannabis inhalers are not available in retail stores, but ive used them in areas of California before. I was wondering if there is any way I can make a cannabis infused inhaler with some high grade distillate or something? I've seen youtube videos of people making personal inhalers with essential oils, but they werent using any kind of propellant, is a propellant necessary?
