I have never actually toked downtown or anywhere populated outside of a car. Downtown a big river flows through it, I was wondering if me and my girlfriend blazed down there by the river, and tossed it in the river if any cops show up, if the cops see us throw the joints could we still get busted? since its obvious we smell like it and are completely baked? Cops in NC are pretty much assholes about weed so I don't want to do something risky.
What are they going to charge you with? You'll probably get a fat littering ticket though, which in CA would be WAY worse than getting busted with a joint.
