    I am 18 and in Utah you have to be 19 to buy a pipe or anything like that from a headshop. So would I be able to buy one online like from grasscity even though im not 19?

    Of course! The age restrictions on sales are purely based on the state or county, or country or whatever that the retailer is located in, not the state you reside in. So go for it, get yourself a lovely piece of glass and go to town with some nice green to christen it.
