    Will a plant that had been toasted come back to life 70 % of all plant matter

    yes if there's healthy growth left on it, it'll come back for you.

    Ok there is some new growth that wasn't completely destroyed

    if you really want to keep that plant and not start a new one, then just prune it back to the new growth, and let it be.
    it'll come back fine for you assuming it's not completely destroyed.
     
    a picture would be helpful though.
