I have a plant here aprox 3.5 weeks old or so not sure though are these the female white pistils(strands/hairs) or are they like another pair or sprouting leaves/stems? Thanks in advance!

Too early I to tell I think. Generally, from what I've read, males tend to exhibit a more "banana" like growth structure-but from my experience new leaf formation looks almost exactly like that.
wait a few more weeks and look for two white hairs coming out where the picture has the circle in it. If you really need to know you can send it into flower by switching to 12/12
