well your lighting is sufficient, seems weird, do you have any pistols(preflowers) atall ? maybe try the 24 hour dark then continue the 12/12 like cheechin recommended. may i ask what seed bank you used?

contrary to popular belief, plants will only flower once they have reached maturity levels for that strain, however long that may be. this is why you can start seeds at 12\\12 and they will grow for several weeks before flowering, they must reach a certain maturity level. you can start full sativas from seed at 12\\12 and they will probably only show bud after 2-3 months or so of minimum vegetation.
