Yea leave the fan leaves alone. Although cleaning out the insides may be beneficial to increase air flow and reduce chances of mold/pests.

If the leaves look like a lighter green than normal for the plant, it may need some nitrogen.

Don't remove healthy fan leaves. They are producing energy for your plants growth. Removing them is counterproductive especially in an outdoor grow.
Although I just realized that's bag seed so youll probably end up with some males, that will help with spacing
