Chlorine help bubble bucket

hi all looking for some help with chlorine , my tap water has recently changed smell and stinks of chlorine. had Scottish water out today and gave me a chlorine reading of 4.6 but said it was normal. because I live next to the water factory etc.
I usually leave my 20 litres out 24 hours with a stir at bedtime and when I get up. I done the same with the "chlorine water" but It still stank like hell. Would this affect my plant? Any one know what level off chlorine a plant can take without damage?
And the ph of my water is great at 6.0 just smells really bad now. Thanks for any help.
