There is nowhere to strictly look for stoner roommates. Your best bet is to look for a roommate, and then ask if he smokes.
look i've had good luck with c'list ...but i think craigslist is all about the 'ask'. there was a 420friendly site but i found more sketchy folks from it (and a corresponding LGBT-friendly site).
