@Garden_viking is right, your soil does look wet. However, that purpling def looks like pigment from the cold. I think that @Garden_viking is concerned about damping off, but damping off looks more gray than purple. It`s quite common in over-watered seedlings. If you can find a way to insulate your roots from the temp drop, (by packing some mulch around your outdoor container) or something for a few weeks while the temps climb, might help combat the slowed growth rate.
