You won't get long enough light on a window sill, unless it's a bay window facing south. MJ is a sun-loving plant, and the window has walls around it that cut down on the available angle for sunlight exposure. And contrary to what NZ said, all glass is most definitely not the same, many windows are treated to block UV rays which can fade out furniture and carpeting but are what MJ needs.
Windowsill grows do not work. There is not enough light during the day, and stray light from inside the house messes up the dark period.
